Thank you for posting this Q/A to fastlane.dot.gov courtesy of dc.streetsblog.org.  These important initiatives can only help the current situation where roads have been primarily designed with a car centric mindset.   I believe that the federal government can help, but ultimately the choice lies with the  state and local municipalities.
